On 10th September, the 2020 Qingdao International Technology Transfer Conference, which is hosted by Qingdao Municipal People’s Government and jointly organized by Qingdao Science and Technology Bureau, People's Government of Qingdao Shinan District, China-Shanghai Cooperation Organization(SCO) Local Economic and Trade Cooperation Demonstration Zone Management Committee, was grandly opened at the Qingdao International Convention Center. SCO Member States Technology Transfer Center-China was inaugurated at the conference. Zhuo Nong, Deputy Secretary-general of the SCO Secretariat and Zhao Jing, Deputy Director of the Department of International Cooperation, Ministry of Science and Technology attended the conference. China-South Asia Technology Transfer Center and China-ASEAN Innovation Center were invited to participate in the conference as co-organizers.

Opening Ceremony

Zhao Jing, Deputy Director of the Department of International Cooperation of the Ministry of Science and Technology delivered a speech at the conference saying that China will give full play to its leading role in technological innovation, expand cooperation channels, improve service system construction, and build a good technology transfer and upstream and downstream chain cooperation ecology; support the promotion of exchanges among scientists, scientific research institutions and industry, actively promote international technology transfer, jointly seek new economic growth points, expect member states to actively participate in the construction of the center and work together to build a more extensive and inclusive international technology cooperation and technology transfer collaboration network; adhere to the concept of open cooperation, work with all parties to build a platform operating mechanism, management process and service model that conforms to international rules and takes into account the interests of all parties, and promotes member states' technology, industry, talents, and cultural exchanges to a new level.

MA Minxiang, Deputy Director of China-South Asia Technology Transfer Center (CSTTC) and China-ASEAN Innovation Center (CAIC), Director-general of Yunnan Academy of Scientific and Technical Information was invited to give a keynote speech at the conference with the theme "Opportunities and Challenges of International S&T Cooperation under the Epidemic Situation: Practice and Exploration of Regional International Scientific and Technological Innovation Cooperation, in which he introduced the achievements of China-South Asia Technology Transfer Center, China-ASEAN Innovation Center and South and Southeast Asian countries and international organizations in scientific and technological cooperation, and shared his experience and suggestions on future scientific and technological innovation cooperation. In the afternoon, Director-general Ma Minxiang and representatives of the co-organizers of the conference participated in the International Multilateral Cooperation Organization Innovation Cooperation Forum, discussed the new model of international technology transfer in the post-epidemic era, and exchanged experiences in international technology cooperation and technology transfer under the epidemic, and also explored new ideas for future international technology transfer.

In the future, the China-South Asia Technology Transfer Center and China-ASEAN Innovation Center will strengthen cooperation, exchanges and learning with SCO Member States Technology Transfer Center-China, and jointly build a broader platform for international science and technology cooperation and technology transfer, and deepen practical cooperation, inject new connotations into exchanges and cooperation in the field of scientific and technological innovation, and contribute to the promotion of more scientific and technological innovations that benefit themselves and more countries.
