On August 16, 2023, as one of the important activities of the 4th Forum on China-South Asia Technology Transform and Collaborative Innovation, the CSTTC Sub-Center Construction Working Seminar was successfully held in Kunming.
Dr. Preeti Soni, Head of the Asian and Pacific Center for Transfer of Technology (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Mr. Wen Jun, Former Second-class Inspector of the Department of International Cooperation of the MOST and Former Science and Technology Counselor of the Embassy of China in India, and more than 50 delegates attended the seminar to discussing the S&T cooperation policies and mechanism construction, and exploring the way of promoting STI and sustainable economic development of the countries in the region, which including 4 CSTTC Sub-Centers (Afghanistan, Nepal, Pakistan, Sri Lanka),the India-China Technology Transfer Center, and representatives from nine domestic institutions, including the Shanghai Science and Technology Exchange Center and the China-ASEAN Technology Transfer Center, etc. Mr. Ma Minxiang, Deputy Director-General & General Secretary of China-South Asia Technology Transfer Center, Deputy Director-General of Yunnan Provincial Academy of Science and Technology, Director-General of Yunnan Academy of Scientific and Technical Information (YASTI) hosted the Seminar.
The Seminar began with a discussion between Mr. Ma Minxiang and Dr. Preeti Soni. Dr. Soni has long been committed to promoting the innovation development and achievement transformation of SMEs in the Asia-Pacific region, at the seminar; she shared the experiences, practices and exploration of promoting technological innovation and technology transfer in the Asia-Pacific region, and proposed the vision of building technological partnerships in emerging industries such as artificial intelligence. Mr. Ma indicated the importance of the construction of CSTTC Sub-Centers for promoting the achievements transformation, and he stated that the establishment of interactive partnerships is an effective way to share information and the establishment of an effective Liaison mechanism among the sub-centers is conducive to promoting the high-quality development of cooperative relations.
The representatives of the four sub-centers respectively introduced the construction of their sub-centers, expressed their demand to establish a talent training mobility mechanism, cooperate in the field of Bio-medicine, and promote the industrialization of technology transfer as well as carry out more joint research.
The representative of the India-China Technology Transfer Center proposed that considering the current economic environment, the technology transfer center should come up with more technical solutions for the agriculture and manufacturing industries and better contribute to the regional development.
The representatives of the 9 domestic institutions, including the Shanghai Science and Technology Exchange Center, the China-ASEAN Technology Transfer Center, the China-CEEC Technology Transfer Center, the China-Shanghai Cooperation Organization Technology Transfer Center, the China-Africa Innovation Cooperation Center, the China-CEEC Innovation Cooperation Research Center, the China-Latin American and Caribbean Technology Transfer Center, the Sichuan West International Technical Transfer Center, and the China-South Asia International Technology Transfer Smart Platform Promotion, put forward suggestions on continuously building a multi-level international cooperation and exchange network, providing professional transnational technology transfer services, integrating multiple channel resources, and forming diversified innovation collaboration and multi-form technology transfer paths to facilitating the development of international cooperation and technology transfer, in accordance with their own cooperation initiatives.
The successful holding of the CSTTC Sub-Center Construction Working Seminar has effectively reinforced the connections and promoted the experience exchanging in scientific and technological innovation and technology transfer among the sub-centers. Moreover, the seminar is expected to further promote the construction of sub-centers, facilitate the implementation of more science and technology cooperation projects in the region, and provide strong support for science and technology innovation cooperation and technology transfer for South Asian countries.
