From June 29 to 30, 2023, the 9th East Asia Summit New Energy Forum was successfully held in Kunming, hosted by the Department of International Cooperation, Ministry of Science and Technology of P.R. China and the Department of Science and Technology of Yunnan Province, and co-organized by the Yunnan Academy of Scientific and Technical Information, Shanghai Science and Technology Exchange Center, China-ASEAN Innovation Center and China-South Asia Technology Transfer Center. The theme of the forum was "Building Open Cooperative Mechanism for Green Economic Recovery". Mr. DAI Gang, Director-general, Department of International Cooperation of the Ministry of Science and Technology of China, and Mr. SONG Guangxing, Deputy Director of Yunnan Province Science and Technology Department, attended the opening ceremony and delivered speeches. Ms. LUO Chenghui, Level II Bureau Rank Official, Yunnan Province Science and Technology Department, presided over the opening ceremony.
Mr. DAI Gang, Director-general, Department of International Cooperation of the Ministry of Science and Technology of China, said that China is actively implementing global development initiatives and the "Belt and Road" Science and Technology Innovation Action Plan, to creating an open, fair, just and non-discriminatory environment for scientific and technological development. China has established scientific and technological cooperation relationships with more than 160 countries and regions around the world, and actively participates in multilateral clean energy science and technology cooperation mechanisms such as the International Energy Agency's Technology Cooperation Program, the Innovation Mission and the Clean Energy Ministerial Conference, these actions have contributed to the common progress of all countries. With the joint efforts of all countries, the East Asia Summit New Energy Forum has become an important mechanism for countries in the region to strengthen policy exchanges and practical cooperation, to jointly address climate change and ecological challenges, and to promote sustainable development. In order to further promote the construction of the East Asia Summit New Energy Forum and establish a stable and long-term cooperation mechanism of the East Asia Summit New Energy Forum, the Ministry of Science and Technology of China supports the establishment of Secretariat of the East Asia Summit New Energy Forum in Yunnan, which is aim to build a framework for cooperation among East Asia Summit member countries in science and technology innovation in the field of new energy, and to promote practical cooperation among East Asia Summit countries.
Mr. SONG Guangxing, Deputy Director of Yunnan Province Science and Technology Department, said that Yunnan Province is rich in energy resources and has great development potential. Its green energy, mainly hydropower, wind power and solar energy, has become the first major industry in Yunnan. Yunnan has broken through and mastered a number of core technologies with independent intellectual property rights, promoting the deep integration and high-end leap of green energy and green manufacturing industry chain, and continuously helping to transform the advantages of natural resources into economic development advantages. At present, Yunnan's new energy is in a period of accelerated development, constantly promoting digitalization, informationization, intelligent construction and hydropower construction and operation management, improving the level of clean energy utilization, and actively building a clean, low-carbon, safe and efficient energy system. We look forward to deepening our cooperation with the East Asia Summit member countries in new energy innovation, contributing more wisdom and strength to promote mutual sharing, and playing an active role in the high-quality development of new energy in each country.
More than 200 representatives from 18 East Asia Summit member countries including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, China, Japan, Korea, USA, Australia, New Zealand, Russia, India, as well as Papua New Guinea and Asian and Pacific Centre for Transfer of Technology (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), ASEAN Secretariat and other national and international organizations attended Forum. Dr. ZHANG Zongliang, Academician of the Chinese Academy of Engineering, Chief Engineer of Power China Kunming Engineering Corporation Limited, Dr. CHAI Qimin, Director of Strategy and Planning Department in National Center for Climate Change Strategy and International Cooperation (NCSC), P.R. China, Dr. FUJISHIMA Akira, Distinguished Professor Emeritus of Tokyo University, Japan, Dr. Joong Kee LEE, Professor, Korea Institute of Science and Technology (KIST) gave keynote presentations on pumped storage power plant technology, carbon neutral, photocatalytic technology and high temperature fuel cell technology respectively.
The Forum also invited representatives and guests from member states and international organizations of the East Asia Summit to make keynote speeches. 19 experts and scholars, including Dr. Preeti SONI, Head of Asian and Pacific Centre for Transfer of Technology (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Dr. WANG Yunshi, Director of China Center for Energy, Institute of Transportation Studies, University of California, Davis, Dr. Chris BROMLEY, Consultant of GNS Science, New Zealand/Editor-in-Chief of the Elsevier Geothermics Journal, Mr. Bram HOEX, Professor of UNSW Sydney, School of Photovoltaic and Renewable Energy Engineering, Mr. Alexander YUROV, Head of the Department, Don State Technical University, Russia, Ms. Loretta THAMRIN, ESG Consultant, Indonesia New Capital City Nusantara Development Board/Rumah Perubahan, Dr. MA Wenhui, President/Professor of Pu’Er University of China and Mr. ZHANG Wujun, Vice-President, Yunnan Provincial Energy Investment Inc. exchanged and discussed about new energy technology development, cooperation mechanism and market promotion.
The opening ceremony of the forum also included the launch ceremony of China-ASEAN Innovation and Entrepreneurship Camp and Innovation Tour in China for ASEAN Youth. Twenty-six representatives of China-ASEAN Innovation and Entrepreneurship Camp winners and representatives of innovation incubators from ten ASEAN countries will spend seven days in Yunnan and Shanghai, China for learning, study and exchange activities.
The East Asia Summit New Energy Forum has been held for nine consecutive sessions since 2013. More than 2,500 scientists, entrepreneurs and institutional representatives from the East Asia Summit member countries and national and international organizations such as the United Nations Development Programme, the International Energy Agency, the ASEAN Secretariat, the ASEAN Energy Center, the United Nations Asia-Pacific Center for Technology Transfer, and the Asian Development Bank have participated in the Forum, and the number of participating countries and international organizations reached more than 30. The Forum has become an important platform for exchange and cooperation in the field of new energy among the region.
