Report on Science, Technology and Innovation Development in South and Southeast Asian Countries and China-South and Southeast Asia Technology Transfer Achievements have successfully released

On November 12, 2022, the 6th Yunnan Conference on International Exchange of Professionals, which is hosted by CPC Yunnan Provincial Committee and the People’s Government of Yunnan Province, was successfully held in Kunming, the Report on Science, Technology and Innovation Development in South and Southeast Asian Countries and China-South and Southeast Asia Technology Transfer Achievements have successfully released on the opening ceremony of the conference. Mr. Zhang Zhili, Vice Governor of Yunnan Province, presided over the release ceremony, and Mr. Wang Xueqin, Director General of Yunnan Province Science and Technology Department, on behalf of the organizers, delivered the announcement.

The Report on Science, Technology and Innovation Development in South and Southeast Asian Countries (hereinafter referred to as the report) was compiled by the Yunnan Academy of Scientific and Technical Information (the "China-South Asia Technology Transfer Center and China-AESAN Innovation Center") over a period of two years. The Report, published by Yunnan People's Publishing House, consists of three reports: Strategy of Science, Technology and Innovation Development for South Asian Countries, Strategy of Science, Technology and Innovation Development for ASEAN Countries, and Practice and Exploration of Regional Science, Technology and Innovation Cooperation under the Belt and Road--Building the Science, Technology and Innovation Center for South and Southeast Asia.

The Report on Strategy of Science, Technology and Innovation Development for South Asian Countries , on the basis of systematically introducing the R&D investment, human resources of science and technology, the development level of R&D institutions of South Asian countries, as well as the overall development strategies and policies of science and technology of South Asian countries, makes an in-depth study of the development strategies of biotechnology, information and communication technology, agriculture and food, water resources and other key fields of South Asian countries. It also puts forward the mechanism, path and measure of strengthening international science and technology cooperation for South Asian countries.

The Report on Strategy of Science, Technology and Innovation Development for ASEAN Countries, on the basis of systematically introducing the R&D investment, human resources of science and technology, the development level of R&D institutions of ASEAN countries, and ASEAN Science and Technology Innovation Action Plan, ASEAN Information Technology Development Strategy, as well as the overall development strategies and policies of science and technology of ASEAN countries, makes an in-depth study of the development strategies in key fields such as biotechnology and nanotechnology, agriculture, industrial technology and information and communication technology were introduced respectively.

The Report on Practice and Exploration of Regional Science, Technology and Innovation Cooperation under the Belt and Road--Building the Science, Technology and Innovation Center for South and Southeast Asia, based on the in-depth analysis of the theories, practices and experiences of the construction of science and technology innovation centers around the world, are deeply analyzed. Combining the requirements, functions, and six key contents of STI centers in South and Southeast Asia, it proposes the short-, medium- and long-term goals, the implement approaches and actions for the "three centers" and "three bases", including China-South Asia Technology Transfer Center, and China-ASEAN Innovation Center. This report is of important reference value for government management departments and institutions at all levels to deepen cooperation in science and technology innovation with South and Southeast Asian countries.

In order to facilitate the construction of Science, Technology and Innovation Center for South and Southeast Asia, Ministry of Science and Technology of China and People’s Government of Yunnan Province jointly establish China-South Asia Technology Transfer Center (CSTTC) and China-ASEAN Innovation Center (CAIC) in Yunnan Province (hereinafter referred to as the two centers). Since its establishment, the two centers have made positive progress in building science and technology innovation centers for South and Southeast Asia through continuous efforts. They have established cooperation and platform mechanisms for science and technology innovation with South and Southeast Asian countries, effectively serving and promoting technology transfer between China and South and Southeast Asian countries.

At present, the CSTTC sub-centers have been established in South Asian countries, and the network for international technology transfer cooperation has been established at home and abroad; three “Forum on China-South Asia Technology Transfer and Collaborative Innovation” have been successfully held and over 30 bilateral and multilateral technology transfer matchmaking activities have been organized; a total of 32 ministers of science and technology from South and Southeast Asian countries led delegations to the forums along with more than 6,000 participants from home and abroad, facilitating the signing or implementing of more than 80 international science and technology cooperation projects; nearly 100 technical personnel and technology transfer professionals of South and Southeast Asian countries have been trained; China's Innovation Tour has successfully organized for young talents from South and Southeast Asia ; technological demonstration sites  have been established in South and Southeast Asian countries to facilitate cooperation between Chinese enterprises and institutions. In June 2018, the China-South and Southeast Asia International Technology Transfer Trading Platform was launched in Yunnan. The mode of "Internet+Big data+Scientific and Technological Achievements" has been well served for universities, research institutions  and innovative enterprises at home and abroad with policy implementation, information supply, intellectual property right protection, technology transfer, legal advice, project developing, technological cooperation and other professional services. Currently, the platform has more than 90 technical service institutions and 239 experts both at home and abroad and a total of more than 200,000 intellectual property information and 3,249 technological achievements. As of June 2022, more than 100 technology matchmaking workshops have been successfully made and more than 200 third-party technical services have been provided, and 15 million visits have been made. Through the platform building, science, technology and innovation (STI) cooperation and technology transfer for South and Southeast Asian countries have been significantly enhanced. 

With the deepening of the "Belt and Road" STI Action Plan and the establishment of the Powerhouse for South and Southeast Asia, more new opportunities for STI cooperation will emerge. We will work together to promote the new high-quality development of STI and technology transfer between China and South and Southeast Asia.

When releasing the results, Director General Wang Xueqin said that the Report on Science, Technology and Innovation Development in South and Southeast Asian Countries and China-South and Southeast Asia Technology Transfer Achievements are a summary of our past work and a new starting point for our efforts. He hoped that talents at home and abroad and all sectors of society would continue to pay attention to, care for and support Yunnan's opening-up and cooperation, and contribute wisdom and strength to building Yunnan into a radiation center facing South Asia and Southeast Asia.
