The East Asia Summit New Energy Forum 2022, which is hosted by the Department of International Cooperation of Ministry of Science and Technology of the People's Republic of China and the Yunnan Province Science and Technology Department, organized by Yunnan Academy of Scientific and Technical Information, Shanghai Science and Technology Exchange Center, China-ASEAN Innovation Center, and China-South Asia Technology Transfer Center, is successfully held in Kunming on October 20. With the theme of “Digital Empowerment for Opportunities and Innovative Collaboration of New Energy”, the forum was held in a combination of online and offline mode. Mr. Dai Gang, Director-General of the Department of International Cooperation of the Ministry of Science and Technology of China, Mr. Chen Junjie, Counsellor of the Department of Asian Affairs, Ministry of Foreign Affairs of China, and Mr. Wang Xueqin, Director-General of Yunnan Province Science and Technology Department, attended the opening ceremony and delivered a video (online) speech. Mr. Song Guangxing, Deputy Director of Yunnan Province Science and Technology Department, presided over the opening ceremony.
In his opening speech at the forum, Mr. Dai Gang, Director-General of the Department of International Cooperation of the Ministry of Science and Technology of China, said the Chinese government attaches great importance to the development of the new energy industry and innovative international cooperation, and is playing an important role on the global stage. During the 13th Five-Year Plan period, China's R&D spending in the clean energy has steadily increased. China has become a key global technology developer and manufacturer in industries such as solar photovoltaics, wind turbines and electric vehicles. Through international cooperation, all parties are working together to foster new dynamics for global development, accelerate technology transfer and knowledge sharing, promote low-carbon transformation, and facilitate stronger and greener global development. We are willing to work with East Asian countries to continuously promote pragmatic cooperation in the field of new energy, further enhance the level of science and technology innovation cooperation, and jointly promote integrated regional innovation development and sustainable development. In the future, China will accelerate the construction of a clean, low-carbon, safe and efficient energy system, innovate the mode of new energy development and utilization, in-depth study the systemic issues after the gradual increase of the share of new energy, enhance the intelligence and digitalization of related products, accelerate the effective replacement of new energy, and lay a solid foundation for achieving the goal of carbon emission peak and carbon neutrality.
Mr. Chen Junjie, Counsellor of the Department of Asian Affairs, Ministry of Foreign Affairs of China, said that ASEAN is a key region of the "Belt and Road" and China firmly supports the cooperation of the ASEAN Community. Last year, General Secretary Xi Jinping and ASEAN leaders jointly announced the establishment of China-ASEAN comprehensive strategic partnership and the initiative to build a peaceful, secure, prosperous, beautiful and friendly homeland. In order to build a beautiful home, China will deepen cooperation with ASEAN in the field of climate change, new energy, clean energy, etc., and work together to promote energy transformation in the cooperation region, China is also willing to strengthen scientific research cooperation with East Asia Summit member countries in the field of renewable energy, technology transfer, and play a huge driving role in science and technology innovation.China encourages business and academic circles to build a more open and inclusive favorable environment, exchange and promote practices and standards in line with regional realities, popularize the application of new energy products, and provide new impetus for post-epidemic economic recovery. China is willing to develop friendly cooperation with other countries, deepen and expand the equal, open and cooperative global partnership and continuously expand the meeting point of interests with other countries. China is willing to share opportunities with all parties, deepen cooperation, and jointly write a new chapter of energy cooperation in East Asia.
Mr. Wang Xueqin, Party Secretary and Director-General of the Yunnan Province Science and Technology Department, said in his speech that we insist on balancing development and ecology, focusing on hydropower development and planning as a whole the coordinated development of oil, natural gas, coal and new energy, and continuously promoting the deep integration of digitalization, information technology, intelligent construction, hydropower construction and operation management, improving the level of clean energy utilization, and actively build a clean, low-carbon, safe and efficient energy system. At present, Yunnan Province has built 13 cross-border power networking channels, and together with Vietnam, Laos, Myanmar achieved local power networking; China-Myanmar oil and gas pipeline is fully operational and has become China's fourth largest energy land import channel. At the same time, according to the layout multi-energy complementary of “integrated system of wind-photovoltaic-hydro-thermal-energy storage”, Yunnan Province has strengthened the development of hydropower, wind power, photovoltaic, petrochemical and other energy core key technologies, carried out research on key energy storage technologies and smart grid technologies, broken through and mastered a number of core key technologies with independent intellectual property rights, and promoted green energy and green manufacturing. The industry chain is deeply integrated and high-end leap, helping to transform the advantages of natural resources into economic development advantages. With the help and support of the Ministry of Science and Technology, Yunnan has built national-level innovation cooperation platforms such as China-South Asia Technology Transfer Center, China-ASEAN Innovation Center and China BRICS Technology Transfer Center, implemented four actions such as science and technology humanities exchanges, joint laboratories, science and technology park cooperation and technology transfer, etc., which have laid a solid foundation for international science and technology cooperation in the field of new energy. In recent years, Yunnan Province has organized and implemented 72 international science and technology cooperation projects in the field of new energy, built 12 joint laboratories with countries along the "Belt and Road" Initiative, set up 11 international science and technology cooperation bases, and established 3 cross-border science and technology demonstration parks. By deepening the cooperation with other countries in the field of new energy, we have promoted the regional synergistic development of new and renewable energy, and provided "Yunnan wisdom" and "Yunnan solutions" to promote the formation of a regional innovation system for green energy technology that integrates research and development, promotion and application, and industrial development.
More than 200 representatives from 14 East Asia Summit member countries includes Thailand, Laos, Singapore, Cambodia, Malaysia, Indonesia, China, Japan, Korea, the United States, Russia, India, Australia, New Zealand, and the ASEAN Secretariat, the China-ASEAN Center, United Nations Asian and Pacific Center for Transfer of Technology, "One Belt One Road" Alliance of International Science Organizations and other international organizations, as well as experts, scholars, entrepreneurs and representatives of institutions from Papua New Guinea and relevant provinces, regions and cities in China, including Beijing, Shanghai, Jiangsu, Zhejiang, Fujian, Jiangxi, Shandong, Hubei, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Gansu, Xinjiang and Yunnan, attended the forum. The forum set up parallel sessions in Guangdong Science and Technology Department, Jiangxi Science and Technology Department, Hunan Science and Technology Department, Guangxi Autonomous Region Science and Technology Department, Gansu Science and Technology Department and Gansu Institute of Natural Energy, Ningxia Foreign Science and Technology Exchange Center (China - Arab Countries Technology Transfer Center).
At the forum, experts including Mr. Ma Hongqi, Academician of Chinese Academy of Engineering and Professor of Engineering of Huaneng Lancang River Hydropower Inc., Dr. Chai Qimin, Director of Strategy and Planning Department in National Center for Climate Change Strategy and International Cooperation, Dr. Fujishima Akira, Foreign Academician of the Chinese Academy of Engineering, Academician of yje European Academy of Sciences, Emeritus Professor of Tokyo University, Distinguished Professor of Tokyo University of Science, Japan, Dr. Dou Shixue, Academician of the Australian Academy of Technological Science and Engineering, gave the keynote reports on sustainable development of hydropower and new energy resources in China, China’s methane emission reduction policy and actions, recent progress, development, and innovations of photocatalysis.
The forum also invited representatives and scientists from EAS member countries and international organizations to deliver keynote speeches. 30 experts and scholars, including Dr. Liu Qingyou, Dr. President of Chengdu University of Technology, Dr. Ma Wenhui, President of Pu'er University, Mr. Andrey Victorivich Savelyev, Minister of Ministry of Industry and Energy, Ostovskaya Oblast, Russia, Dr. Preeti Soni, Head of Asian and Pacific Centre for Transfer of Technology (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) focused on future new energy development trends, digital empowerment, R&D and promotion of new energy technologies, national new energy policy tools, cooperation mechanisms and other content for exchange and discussion.
In the round-table discussion session, experts and scholars such as Dr. Ma Wenhui, President of Pu'Er University, Mr. Qiao Junqiang, Researcher of Gansu Natural Energy Institute, Dr. Shi Xunpeng, Professor of University of Technology Sydney, Mr. Vijay Kant Mishra, Executive Vice Chairman of India-China Trade Center (ICTC), and Dr. Prapita Thanarak, Associate Professor of School of Renewable Energy and Smart Grid Technology, Naresuan University, Thailand, Mr. Liu Ping, Deputy General Manager of Shandong Inspur Digital Energy Technology Co. LTD, Mr. Li Fashe, Deputy Director of Kunming University of Science and Technology carried out round-table dialogue in online and offline forms.
The East Asia Summit New Energy Forum is a dialogue and exchange platform to implement the spirit and consensus of the 2011 East Asia Summit Forum, is an action to promote energy issues of the Second East Asia Summit Forum and the Cebu Declaration on East Asian Energy Security, and strengthen the dialogue and exchange platform for cooperation in the field of new energy among the East Asia Summit countries. The forum has been held for eight sessions since 2013, involving more than 30 countries and international organizations. It has effectively promoted the technical exchanges and cooperation among East Asia Summit member countries in the field of new energy. With increasingly rich achievements and expanding influence, it has become an important platform for promoting regional new energy dialogue, exchange and innovation cooperation.
