The 4th India-China Technology Transfer, Collaborative Innovation and Investment Conference Was Successfully Held in Kunming

On November 20, 2020, the 4th India-China Technology Transfer, Collaborative Innovation and Investment Conference, hosted by Yunnan Academy of Scientific and Technical Information(YASTI), China-South Asia Technology Transfer Center(CSTTC), India China Trade Center(ICTC), and India-China Technology Transfer Center (ICTTC), was successfully held in Kunming, which has received solid support from the Ministry of Science and Technology(MOST) of P.R. China and the Embassy of P.R. China in the Republic of India.

 

Due to the outbreak of COVID-19 in New Delhi recently, the conference adopted the “online and offline venue” mode, which set the offline main venue in Kunming and delegates from India and other province of China accessed the Conference online. Delegates discussed frontier technology transfer issues between India and China, with sessions including Opening Ceremony, Online Group Photo, VIP Speeches, Technology Exchange and Communication, and Summary Session. This Conference successfully gathered nearly 30 representatives from the Indian Government, MOST of P.R. China, Embassy of P.R. China in the Republic of India, China Council for the Promotion of International Trade (CCPIT), Shanghai Science and Technology Exchange Center, as well as innovative agencies, universities, enterprises and relevant units of China and India to participate the conference via the online meeting system, while another 40 representatives attended the conference at offline venues in Kunming.

 

Mr. XIAO Wei, Acting-director of Division of Asia-Africa, Department of International Cooperation, Ministry of Science and Technology, P.R. China, Mr. BAI Jie, Scientific and Technical Counsellor of Embassy of P.R. China in the Republic of India, Mr. Vijay Kant MISHRA, Chairman of India-China Technology Transfer Center (ICTTC) and Executive Vice President of India-China Trade Center (ICTC) attended the conference through video links and addressed for the Opening Ceremony. Mr. Rajeev SHUKLA, Hon'ble Ex Minister of Government of India, Ex Chairman of (ICTC) delivered a written speech. Dr. MA Minxiang, Deputy Director-general of CSTTC and Director-general of YASTI, and Mr. Vijay Kant MISHRA co-chaired the conference. 4 representatives from Chinese side and 6 representatives from Indian side gave speeches focusing on the R&D and business achievements of their organization during the VIP Speeches session.

 

In the opening remarks, Mr. XIAO Wei pointed out that the establishment of the CSTTC has played a significant part in expanding technical exchanges and cooperation between China and South Asian countries. With the cooperation of ICTC, the 1st, 2nd and 3rd India-China Technology Transfer, Collaborative Innovation and Investment Conference have been successfully convened in the past five years, and a normalized mechanism for China-India technology transfer has been formed. With the launch of the South Asian Young Talents China’s Science, Technology and Innovation Trip and the construction of India's solar photovoltaic water pumping demonstration, the scientific and cultural exchanges between the two sides have gradually expanded, both the quantity and quality of technology transfer have been continuously enriched. He expressed that under the frameworks of the China-South Asia Science and Technology Partnership Program and CSTTC, we shall give full play of Chinese and Indian strengths respectively in fields of bio-medicine, modern agriculture, software development and public health, etc. to the as so to working together for common progress.

 

Counsellor BAI Jie said in his address that China and India are both developing and populous countries with many similarities. The scientific and technological cooperation between the Chinese and Indian governments has a history of more than 30 years, and we are facing many common problems in various areas such as climate change, environmental governance, food and energy security. Therefore, there is great potential for the bilateral collaborations. Since the outbreak of COVID-19 this year, the threat to human life and health has been enormous. The convening of this meeting at this difficult time shows that the ties between China and India are not broken, which indeed reflects the tremendous needs for cooperation. It is believed that with the concerted efforts of the whole world, the COVID-19 epidemic will soon be controlled and the innovative S&T cooperation between China and India will gain new vitality.

 

Mr. Rajeev SHUKLA emphasized that the world today is facing an unprecedented challenge. In this context, technology appears to be particularly important for it will bring us new ways to prevent diseases, reducing the negative impact on human life. In addition, technology has also played a crucial role in economic development as both China and India have complex economic activities. He believed that the conference will hopefully strengthen our awareness of the importance of science and technology, helping us solve the common issues we currently face.

 

Mr. Vijay Kant MISHRA stated that the convening of the conference and its related activities provided a platform for the governments, innovative institutions as well as enterprises of both sides to establish cooperative partnerships. It has brought real value to all parties and received a positive response from all stakeholders. It is believed that these activities will play a positive role in promoting the future development of the parties involved. He convinced that the current difficulties would not become an obstacle to the cooperation between China and India and hoped that what we are doing will live up to the expectations of future generations of our peoples.

 

At the summary session, Dr. MA Minxiang summarized that China and India have gone through ups and downs over the past 70 years, the two sides have made common development and progress, facing similar issues and challenges on the road ahead. However, by sharing the fruits of S&T innovative cooperation, we can promote all-round cooperation and jointly solve these issues. The convening of the conference and the establishment of normalization mechanism offers reasonable solutions to human problems and make an acceptable profit, which has profound significance for deepening scientific and technological as well as cultural exchanges between China and India, and promoting the achievements of transformation and trade exchanges.

 

The Conference has promoted cooperation in technology transfer, collaborative innovation as well as Investment between China and India, and set up bilateral collaboration platforms and exchange mechanisms in the fields of modern agriculture, bio-medicine, climate change, new energy, international trade, etc. It will play a positive role in jointly addressing the challenge of COVID-19 and deepening innovation cooperation between China and India.
