East Asia Summit New Energy Forum Successfully Held in Kunming

To implement the initiative of Premier Li Keqiang at the 13th East Asia Summit to “organize the East Asia Summit New Energy Forum”, the East Asia Summit New Energy Forum with the theme of “Energy Innovation and Joint Development” was on August 21-22, 2019 sucessfully held in Kunming. The forum was hosted by the Department of International Cooperation Ministry of Science and Technology and Department of Science and Technology of Yunnan Province, and organized by Yunnan Academy of Scientific and Technical Information, China-ASEAN Innovation Center and China-South Asia Technology Transfer Center. The forum aims to jointly promote bilateral and multilateral innovation cooperation and achievement transformation in the new energy field of East Asian Summit countries, promote the promotion and application of new energy technologies and products, jointly address climate change, promote regional sustainable development and achieve the common development of East Asian Summit countries. The forum includes High-level Expert Forum, Driving Force of Think Tank Dialogue, Potential and Cooperation dialogue, two Parallel Sessions such as "New Technologies and Products" and "Policy Context and Commercialization", new energy technology and product demonstrations, visits of new energy development and utilization demonstration projects and other activities.

 On-the-Spot Meeting

 

Dong Baotong, Director-general of Department of Science and Technology of Yunnan Province and Ruan Xiangping, First Counsel of Department of International Cooperation, Ministry of Science and Technology attended and addressed the opening ceremony of the forum. Ruan Chaoqi, Deputy Director-general of Department of Science and Technology of Yunnan Province presided over the opening ceremony, and Ma Wenhui, Vice-Chancellor of Kunming University of Science and Technology presided over the High-level Expert Forum, Ma Minxiang, Deputy Director of China-ASEAN Innovation Center, Deputy Director of China-South Asia Technology Transfer Center and Director-general of Yunnan Academy of Scientific and Technical Information chaired Driving Force of Think Tank Dialogues, Potential and Cooperation dialogues. Dr. Dana KIRK, Professor, College of Engineering, Michigan State University chaired the New Technologies and Products Forum, and Dr. Nuttiya TANTRANONT, Vice Dean, Asian Development College for Community Economy and Technology, Chiang Mai Rajabhat University chaired the Forum of Policy Context and Commercialization. 

Representatives from countries and international organizations such as the United States, Australia, New Zealand, Laos, Cambodia, Myanmar, Thailand, Vietnam, India, Nepal, Pakistan and the China-ASEAN Center, Bangkok Center of the Chinese Academy of Sciences, the Ministry of Science and Technology, the National Development and Reform Commission, the Chinese Academy of Sciences and Representatives from Beijing, Shanghai, Zhejiang, Anhui, Fujian, Henan, Hunan, Guangdong, Sichuan, Guizhou, Yunnan and other provinces and cities, including government departments, research institutions, universities, enterprises and other representatives in related fields totaling more than 200 people participated in the conference.

Dong Baotong, Director-general of Department of Science and Technology of Yunnan Province gave a speech.

 

In his speech, Director-general Dong Baotong pointed out that Yunnan Province actively carries out scientific and technological research, scientific and technological cooperation, transformation of scientific and technological achievements in the fields of green energy, low-carbon development and adressing climate change, and relies on scientific and technological innovation to support and promote sustained and rapid development in related fields. First, in the field of green energy, the development of scientific and technological innovation is closely centered on the technological innovation demand for integration of hydropower aluminum and hydropower silicon materials, and efforts are made to develop new materials, modified materials and deep-processing of materials with relevant institutions at home and abroad, and carry out technology introduction, new product development, introduction of battery, electric control, motor companies and hydrogen fuel cell companies and promote project implementation. Second, in order to promote the promotion and application of advanced and applicable technologies in the region, and promote regional sustainable development and common development, a "China-Thailand Solar Building Integrated Demonstration Base" was established in Thailand, and Chinese enterprises have been allowed to undertake solar street light construction projects in Bangkok, Thailand and other places through the construction of demonstration bases. The third is to actively build the China-Laos solar energy technology innovation and cooperation center. The fourth is the successful development of the “Bamboo Afforestation Methodology on Degraded Land” under China ’s first voluntary emission reduction framework (the Chinese Panda Standard), and successfully developed a voluntary carbon sink trading platform in Yunnan Province to provide communication channels for the general public to participate in targeted poverty alleviation by eliminating their personal carbon footprint. Fifth, through carrying out a number of international cooperation with France, Britain, Germany, Italy and other EU countries to build capacity for addressing climate change, Yunnan Province's ability to address climate change has been greatly improved.

Ruan Xiangping, First Counsel of the Department of International Cooperation, Ministry of Science and Technology gave a speech.

 

In his speech, counsel Ruan Xiangping said that at present, China's nuclear power technology has gradually moved to the world's forefront; it already has mature large-scale hydropower design, construction, management and operation capabilities; it has mastered the core technology of combustible ice mining trial; the level of wind power technology has been significantly improved, especially low-speed wind power technology has made a breakthrough; the photovoltaic cell technology innovation capability has been greatly improved, creating a world record for the conversion efficiency of new battery technologies such as crystalline silicon, establishing an internationally competitive photovoltaic power generation industry chain, and the total output of photovoltaic module production ranks first in global for many years. In order to better promote the scientific and technological innovation and open cooperation of new energy technologies in the East Asian Summit countries, Counsel Ruan put forward three suggestions: the first is under the framework of the Belt and Road Science and Technology Innovation Action Plan to continue to jointly support the East Asian Summit countries’ development strategies and the docking of the Belt and Road Initiative, promote regional scientific and technological innovation and open cooperation, and build a regional scientific and technological innovation cooperation community. Second, during the second Belt and Road Forum for International Cooperation in April this year, the Ministry of Science and Technology of China and relevant parties jointly launched the “Innovation Road” cooperation initiative. We are willing to continue to actively promote the four measures of science and technology, people-to-people exchanges, joint construction of laboratories, cooperation in science and technology parks and technology transfer in the field of new energy. The third is to promote the institutional development of the East Asia Summit New Energy Forum, make better use of the forum platform and build a multi-level scientific and technological innovation cooperation and exchange mechanism among the countries of the East Asia Summit, we propose to further play the role of Yunnan as the host of the East Asia Summit New Energy Forum and promote the transformation of scientific and technological achievements of the East Asian Summit countries in the field of new energy in combination with Yunnan's successful practices and achievements in the fields of green energy, low-carbon development and climate change.

Through High-level Expert Forum, Driving Force of think tank dialogue, Potential and Cooperation dialogue and two Parallel Sessions such as "New Technologies and Products" and "Policy Context and Commercialization", new energy technology and product demonstrations, visits of new energy development and utilization demonstration projects in Yunnan Normal University, Yunnan Aerospace Shenzhou Automobile Co., Ltd. and other activities, representatives from the countries of the East Asia Summit discussed new mechanisms for scientific and technological cooperation, shared new achievements in scientific and technological innovation and jointly promoted regional sustainable development. The successful holding of the forum will have a positive effect on promoting the rapid development of the new energy field among East Asian Summit members including China .
